Legally this is not a matter of discretion but an obligation: for manufacturers under the European Machinery Directive 2006\/42\/EC and, from 20 January 2027, the Machinery Regulation (EU) 2023\/1230; for operators in Austria under the Occupational Health and Safety Act (ASchG) and the Work Equipment Ordinance (AM-VO). 4S advises you on all of this independently of any product \u2013 in Vienna, Austria, Germany and across Europe, from the first risk assessment to CE marking.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What machinery safety covers<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Safety is not created by a single component but by the interaction of design, protective devices, control technology, documentation and organisation. The foundation is the risk assessment according to EN ISO 12100: identify hazards, estimate risks and reduce them in the prescribed order \u2013 first through inherently safe design, then through technical protective measures, and only last through information for use. A machine is only safe in the legal sense once every step is documented in a traceable way.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The legal framework at a glance<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li><strong>Manufacturers:<\/strong> Machinery Directive 2006\/42\/EC and, from 20 January 2027, the <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2023\/1230\/oj?locale=en\">Machinery Regulation (EU) 2023\/1230<\/a> \u2013 conformity assessment, technical file, EU declaration of conformity and CE marking.<\/li>\n\n\n\n<li><strong>Operators in Austria:<\/strong> ASchG and AM-VO \u2013 hazard analysis, safe provision and inspection of work equipment, workplace evaluation.<\/li>\n\n\n\n<li><strong>Operators in Germany:<\/strong> Ordinance on Industrial Safety and Health (BetrSichV) \u2013 risk assessment for work equipment.<\/li>\n\n\n\n<li><strong>Harmonised standards:<\/strong> EN ISO 12100 (risk assessment), EN ISO 13849-1 (functional safety, Performance Level), EN ISO 13857 and EN ISO 13855 (safety distances) and the applicable type-C standards.<\/li>\n\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Anyone who substantially modifies a machine may become its manufacturer \u2013 and then the manufacturer\u2019s obligations apply to the operator as well. Whether this is the case is clarified by a <a href=\"https:\/\/www.safety-services.at\/en\/umbaubewertung\/\">modification assessment<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The path to a safe machine<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For new machines and installations, machinery safety follows a fixed sequence. Each stage is a separate 4S service that can be commissioned individually or as a package:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/riskbedoemning-enligt-maskindirektivet-4s\/\">Risk assessment<\/a> according to EN ISO 12100 \u2013 systematic identification and evaluation of all hazards across every phase of the machine\u2019s life.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/sicherheitskonzept\/\">Safety concept<\/a> \u2013 definition of the technical protective measures and safety functions, including the safety requirements specification.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/pl-berechnung-13849\/\">Performance Level calculation according to EN ISO 13849-1<\/a> \u2013 proof that the safety-related parts of the control system achieve the required Performance Level.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/dokumentation\/\">Technical documentation<\/a> \u2013 operating instructions, technical file and review of the documentation of purchased components.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/validierung\/\">Validation<\/a> \u2013 testing on the real machine to confirm that the protective measures work as planned.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.safety-services.at\/en\/ce-beratung\/\">CE conformity assessment<\/a> \u2013 consolidation of all evidence, EU declaration of conformity and CE marking.<\/li>\n\n\n<\/ol>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1420\" height=\"1259\" src=\"https:\/\/www.safety-services.at\/wp-content\/uploads\/2026\/09\/en_53_risikomatrix.png\" alt=\"Machinery safety \u2013 risk matrix of severity of harm versus probability of occurrence according to EN ISO 12100\" class=\"wp-image-1003\" srcset=\"https:\/\/www.safety-services.at\/wp-content\/uploads\/2026\/09\/en_53_risikomatrix.png 1420w, https:\/\/www.safety-services.at\/wp-content\/uploads\/2026\/09\/en_53_risikomatrix-300x266.png 300w, https:\/\/www.safety-services.at\/wp-content\/uploads\/2026\/09\/en_53_risikomatrix-1024x908.png 1024w, https:\/\/www.safety-services.at\/wp-content\/uploads\/2026\/09\/en_53_risikomatrix-768x681.png 768w\" sizes=\"auto, (max-width: 1420px) 100vw, 1420px\" \/><\/figure>\n<\/div>\n\n\n<h3 class=\"wp-block-heading\">Existing machinery, modifications and operator obligations<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Machines in operation must remain safe too. For existing machinery in Austria, 4S prepares the <a href=\"https:\/\/www.safety-services.at\/en\/gefahrenanalyse\/\">hazard analysis according to ASchG<\/a> and supports the <a href=\"https:\/\/www.safety-services.at\/en\/arbeitsplatzevaluierung\/\">workplace evaluation<\/a>; for operators in Germany, the <a href=\"https:\/\/www.safety-services.at\/en\/gefaehrdungsbeurteilung\/\">risk assessment according to BetrSichV<\/a>. For planned or completed changes, the <a href=\"https:\/\/www.safety-services.at\/en\/umbaubewertung\/\">modification assessment<\/a> clarifies whether a hazard analysis is sufficient or a new conformity assessment procedure becomes necessary.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Service packages<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For the most common tasks there are three coordinated packages: the <a href=\"https:\/\/www.safety-services.at\/en\/paket-ce-gesamt\/\">full CE conformity assessment for new machinery<\/a>, the <a href=\"https:\/\/www.safety-services.at\/en\/paket-umbaubewertung\/\">CE assessment for machinery modification<\/a> and <a href=\"https:\/\/www.safety-services.at\/en\/paket-projektbegleitung\/\">safety engineering project support on an hourly basis<\/a>. An overview of all individual services can be found under <a href=\"https:\/\/www.safety-services.at\/en\/services\/\">Services<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Building knowledge: workshops<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Anyone who wants to anchor machinery safety permanently in their own company needs staff who understand risk assessment, functional safety and CE marking.
